Preliminary Decision to Approve Emission Reduction Credits for the California State Lands Commission
The Santa Barbara County Air Pollution Control District (District) has made a preliminary decision to approve emission reduction credits to the California State Lands Commission (CSLC). An emission reduction credit is earned by a company when it reduces air emissions beyond what is required by permits and rules or when a facility shuts down. It is an asset that can be used by its owner or sold to companies that need emission offsets. Emission reduction credit amounts to be approved for the CSLC are:

|Carbon Monoxide (CO)||2.666 tpy|
|Oxides of Sulfur (SOx)||0.144 tpy|
|Particulate Matter (PM10)||0.698 tpy|
|Particulate Matter (PM)||0.698 tpy|
The CSLC plans to create these emission reduction credits by permanently shutting Platform Holly and the Beachfront Lease (also known as Piers 421) located in state waters in the Santa Barbara Channel. The District finds that the proposed emission reduction credits meet the requirements for approval pursuant to Rules 804 and 806.

The District invites written comments on the proposed decisions to issue emission reduction credits.
