Draft Federal Part 70 Permit Renewals and Part 70 Major Modifications for South Ellwood Field Stationary Source

The Santa Barbara County Air Pollution Control District (District) has issued draft permits for the following facilities:
- renewal of the federal Part 70 permit (No. 7904-R11) to Venoco, Inc. (as owner) and the State Lands Commission (as operator) for the Ellwood Onshore Facility;
- draft federal Major Modification permit (No. 7904-06) to Venoco, Inc. (as owner) and the State Lands Commission (as operator) for the Ellwood Onshore Facility;
- draft federal Part 70 permit (No. 8234-R10) to the State Lands Commission (as owner/operator) for Platform Holly;
- draft federal Major Modification permit (No. 8234-07) to the State Lands Commission (as owner/operator) for Platform Holly; and,
- draft federal Part 70 permit (No. 8103-R10) to the State Lands Commission (as owner/operator) for the Beachfront Lease.
Since the previous permit renewal occurred, ownership of Platform Holly and the Beachfront Lease was changed from Venoco, Inc. to the State Lands Commission, and operation of the three facilities was transferred to the State Lands Commission and Beacon West Energy Group, LLC.
This permitting action addresses the renewal of the federal Part 70 permits for the three facilities as well as Part 70 Major Modifications to the Ellwood Onshore Facility and Platform Holly. The Part 70 permit renewals regulate the production of oil and gas at Platform Holly and the Beachfront Lease (piers), and oil, water, and gas separation and processing at the Ellwood Onshore Facility. The Part 70 Major Modifications address the request by the State Lands Commission to replace the odor monitoring station requirement under the Ellwood Onshore Facility permit with an odor monitoring station near West Campus (UCSB) as a new requirement under the Platform Holly permit. These Part 70 Major Modifications are incorporated into the associated Part 70 permit renewals for the two facilities.
Once issued by the District and the US Environmental Protection Agency (USEPA), the Part 70 permits will be valid for three years. The permits will be enforceable by the USEPA and the public.
Public Comment Procedures
Copies of the permit applications, the draft permits, and support materials, are available for review from March 11, 2018, to April 10, 2018 on the District website and at the following location:

Only the federally enforceable conditions in Sections 9.A, 9.B, and 9.C of these permits are subject to public review. Comments on these sections should be submitted, in writing, to the District at the above address (Attn: Jim Menno) by April 10, 2018. Issues relevant to the Part 70 permits raised during the comment period will be addressed in writing by the District as part of the final permit issuance. NOTE: The deadline for public comments is extended to April 24, 2018, when the District will be holding a public hearing.
