Re: Contaminated Soil Cleanup Project at 2837 Starlite Court in Santa Maria, CA

ConocoPhillips Company and Cardno ATC as operator has applied to the Santa Barbara County Air Pollution Control District (District) for a permit to excavate and remove approximately 1,000 cubic yards of soil contaminated by oil and gas production.  Excavated material will be loaded on to trucks for transportation offsite to a State-approved treatment and disposal facility.  The location of the project is within 1,000 feet of the property boundary of Valley Christian Academy located at 2970 Santa Maria Way, in Santa Maria.

This project involves the excavating, loading, and hauling of contaminated soil from 2837 Starlite Court.  A total of about 1,000 cubic yards of soil will be excavated from the project site.  Excavated material will be loaded onto covered trucks for transportation offsite to State-approved disposal facilities.

The District has included conditions in the Permit to Operate for this project that will minimize the release of emissions into the atmosphere during the excavation, handling, and transport of the contaminated material.  Before our agency issues this permit, we are providing you an opportunity to review and comment on this proposed permitting action.  Further, prior to issuing the final permit, we will submit to the permit’s administrative file our written responses to any comments we receive during the comment period.
