NOTICE OF PUBLIC WORKSHOP JANUARY 7, 1999

Proposed Rule Amendments for: Rule 333, Control of Emissions from
Internal Combustion Engines; Rule 102, Definitions; and Rule 202, Exemptions to Rule 201

Santa Barbara County Air Pollution Control District (APCD) will hold a Public Workshop on January 7, 1999 to discuss proposed revisions to the rules cited above. A draft report on the revisions will be available December 4, 1998, and comments on the report should be submitted by January 7, 1999.

The rule revisions are necessary to ensure the emission reductions required to meet air quality goals. Revisions will affect owner/operators of stationary internal combustion engines in Santa Barbara County. Facilities that may be affected include: oil and gas facilities, wastewater treatment plants, concrete or asphalt processing facilities, power generators, aircraft support facilities, and tank degassing operations. Operators that use these engines as portable equipment may also be affected. Approximately 45 engine operators will be subject to some or all of the provisions of the proposed revised rules.

Revisions include a requirement for the use of a nitrogen oxides control technique on a permitted internal combustion engine with a rated brake horsepower of 40 or greater. Emission reduction credits proposed on or after the date of this notice must comply with the proposed revised rules as indicated in the draft staff report and its attachments.

Comments on the draft report should be submitted before January 7, 1999.

Pursuant to Section 15168 (e) of the California Environmental Quality Act (CEQA) Guidelines: 1) this activity is within the scope of the program approved earlier; and 2) the 1991 AQAP Program EIR and the 1994 CAP SEIR adequately describe the activity for the purposes of CEQA. Any subsequent changes to the project description during the public review period will undergo additional environmental review under CEQA.
