General Project Description

The Santa Barbara County Air Pollution Control District (District) Board of Directors will hold a public hearing at the time and location listed above to accept comments and consider adoption of amended Rule 810, Federal Prevention of Significant Deterioration (PSD).  The public hearing on proposed amended Rule 810 will begin around 1:00 p.m. or as soon thereafter as the matter can be heard.  On January 20, 2011, the District adopted Rule 810 as part of a suite of rules to implement the United States Environmental Protection Agency’s (EPA’s) PSD and Title V greenhouse gas tailoring rule.  EPA has determined that slight changes to Rule 810 are necessary before EPA will incorporate the rule into the State Implementation Plan (SIP).

Sources Potentially Affected

Stationary sources that are major sources due to either criteria pollutant emissions or greenhouse gas (GHG) emissions.  New or modified major sources will be subject to PSD requirements for GHG when GHG emissions increases equal or exceed 75,000 tons per year.

Public Comment

The District is soliciting comments on the project.  To ensure comments are included in the Board Package, the District requests that written comments be submitted to the project manager identified below before 5 p.m. on May 28, 2013.

Project Details

The District adopted Rule 810 to ensure consistency between federal and local PSD requirements, including greenhouse gases.  Rule 810 incorporates the federal PSD requirements by reference.  The proposed amended rule includes minor changes to ensure SIP approval by EPA.

Environmental Review Findings

The District staff has reviewed the proposed project and proposes that the Board find that the project has no potential for a significant environmental effect on the environment pursuant to § 15061(b)(3) of the CEQA Guidelines.  The District will file a Notice of Exemption with the County Clerk following the adoption of proposed amended Rule 810 by the Air Pollution Control District Board.
