Revised June Board of Director’s Agenda Item

The Santa Barbara County Air Pollution Control District (District) is cancelling the June 20, 2013 public hearing for the 2013 Clean Air Plan (Plan) adoption.  Instead of holding a public hearing on the Plan, and asking for Board of Directors adoption of the Plan at the June 20 meeting, the District will present the Plan to the Board as an informational item in June, and then will publish a public notice for the future public hearing on the Plan adoption at least 30 days before the public hearing.  Due to the cancellation of the June public hearing, the District is extending the review period deadline for the Plan from June 20 to August 15, 2013.

General Project Description

The California Clean Air Act (CCAA) requires that the District report progress in meeting state mandates and revise the District’s 1991 Air Quality Attainment Plan to reflect changing conditions on a triennial basis.  The triennial progress report assesses the overall effectiveness of the District’s air quality program and the extent of air quality improvement resulting from the prior plans.  The Plan solely addresses attainment of the state ozone standard and proposes specific control measures to reduce ozone forming pollutants.  The District will submit the Board-adopted Plan to the California Air Resources Board for approval.

Public Comment

The District is soliciting comments on the Plan.  The District requests that written comments be submitted to the project manager identified below before 5 p.m. on July 30, 2013, to allow for processing before the August 15, 2013 Board of Directors meeting.

Compliance with the California Environmental Quality Act (CEQA) Requirements

The District met the CEQA requirements for the 2010 Clean Air Plan by means of an Environmental Impact Report (SCH No. 2010071014).  The District will prepare an Addendum to the Environmental Impact Report for the 2010 Clean Air Plan to satisfy CEQA requirements.
