Operation of Emergency Standby Generators at 175 and 250 N Turnpike Road, Santa Barbara

Price Management, which operates Turnpike Shell and Fuel Depot located at 175 and 250 N Turnpike Road in Santa Barbara, has applied to the Santa Barbara County Air Pollution Control District (District) for permits to install and operate two (2) portable diesel-fired emergency standby generators at various fueling stations in Santa Barbara County during emergency events. Two of the proposed fueling stations, Turnpike Shell and the Fuel Depot, have property boundaries that are within 1,000 feet of the property boundary of San Marcos High School, located at 4750 Hollister Ave in Santa Barbara.

As part of the District’s evaluation of these proposed installations, we have assessed the potential health risk created by the project’s emissions. Our analysis, which is conservatively health protective, shows that the expected emissions from these installations will be below any levels that would create a significant air toxic risk to public health and the environment. Before our agency issues these permits, state law requires that we notify you, since you are either the parent/guardian of a student attending the school or are a resident or business located within 1,000 feet of one of the sites. We are providing you an opportunity to review and comment on these proposed permitting actions.  Further, prior to issuing the final permits, we will submit to the permit’s administrative file our written responses to any comments we receive during the comment period.

A copy of the draft permit documents (Authority to Construct/Permit to Operate 15515 and Authority to Construct/Permit to Operate 15519) are available for review at the following locations: the District office (260 North San Antonio Road, Suite A, Santa Barbara) and on the District website.

Please provide any comments to us within 30 days of the receipt of this notice at the address below (Attn: Charlotte Mountain, 961-8877 or [email protected]).
