Public Hearing on the 2016 Ozone Plan

General Project Description:  The Santa Barbara County Air Pollution Control District (District) Board of Directors will hold a public hearing at the time and location listed above to accept comments and consider adoption of the 2016 Ozone Plan (Plan).

Ozone, a principal component of smog, can cause a variety of short- and long-term respiratory symptoms in humans, including reduced lung function, difficulty breathing, and worsening of asthma symptoms.

The California Clean Air Act (CCAA) requires that the District report progress in meeting state mandates and revise the District’s 1991 Air Quality Attainment Plan to reflect changing conditions on a triennial basis.  The triennial progress report assesses the overall effectiveness of the District’s air quality program and the extent of air quality improvement resulting from the prior plans. This Plan addresses attainment of the state ozone standard and proposes specific control measures to reduce ozone-forming pollutants. The District will submit the Board-adopted Plan to the California Air Resources Board for approval.

Compliance with the California Environmental Quality Act (CEQA) Requirements:  The District met the CEQA requirements for the 2010 Clean Air Plan by means of an Environmental Impact Report (SCH No. 2010071014).  The District will prepare an Addendum to the Environmental Impact Report for the 2010 Clean Air Plan to satisfy CEQA requirements for the 2016 Plan.

Public Comment: The District is soliciting comments on the Plan. To ensure comments are included in the Board Package, the District requests that written comments be submitted before 5 p.m. on October 3, 2016. Comments may also be submitted at any time prior to or during the hearing.
