Draft Federal Part 70 Permits for the Point Arguello Project Stationary Source

The Santa Barbara County Air Pollution Control District (District) has issued four (4) draft federal Part 70 permits to the Point Arguello Project.

The Point Arguello Project consists of three OCS Platforms and an onshore processing facility. Platforms Harvest, Hidalgo, and Hermosa lie about ten miles southwest of Point Arguello. Oil and natural gas were historically separated and treated on each platform, then shipped onshore to the Gaviota Oil Heating Facility. Oil and gas activities have ceased at the Stationary Source which is now being prepared for decommissioning.

PERMITTING ACTION
The Point Arguello Project Stationary Source project currently has four combined District and Part 70 permits that are enforceable by the public, the District, and the U.S. Environmental Protection Agency (USEPA). This action is the renewal of these permits. Once issued by the District, the renewed permits will be valid for three years. No changes to facility operations or emission increases will occur as a result of this action.

PUBLIC COMMENT PROCEDURES
Copies of the permit application and the draft permits are available for review from November 4, 2022 to December 5, 2022 on the District website. For more information or a copy of the permit, please contact William Sarraf at (805) 979-8312 or at [email protected].

Only the federally enforceable conditions in Sections 9.A, 9.B, and 9.C of the permit are subject to public review. Comments on these sections should be submitted, in writing, to the District at the address below (attn.: William Sarraf) by December 5, 2022.

Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the District as part of the final permit issuance.

The District will consider scheduling a hearing for public comments on the draft permit, if a request is made in writing within two weeks of publication of this notice. To request a public hearing, please send correspondence to William Sarraf at the above address.

Note that the District has transitioned to electronic notices (“e-notices”) for Part 70 permitting actions. All notices will be posted prominently on the public notice section of the District’s public website for the duration of the public comment period. In addition, The District will maintain a mailing list of persons who request to be notified of the Part 70 permitting activity and shall distribute the notice to those persons.
