The following is a list of activities and resources related to climate change from the District and other state partners:
- Local GHG Mitigation Strategies. We have identified some potential strategies for local GHG mitigation that could be implemented in Santa Barbara County. These strategies, developed through research and public input are summarized in GHG Mitigation Strategies in Santa Barbara County (opens in a new tab).
- Environmental Review Guidelines. Our Environmental Review Guidelines include greenhouse gas thresholds of significance for new or modified stationary sources when we act as the CEQA Lead Agency.

- State CEQA Guidelines. The California Office of Land Use and Climate Innovation (LCI) CEQA Guidelines establish a framework for addressing global climate change impacts in the CEQA process, including the Environmental Checklist Form (Appendix G), the Energy Conservation appendix (Appendix F), and section §15064.4 which provides an approach to assessing impacts from GHGs. - CAPCOA Handbook. The California Air Pollution Control Officers Association (CAPCOA)’s Handbook for Analyzing Greenhouse Gas Emission Reductions, Assessing Climate Vulnerabilities, and Advancing Health & Equity (opens in a new tab)provides description and quantification of many GHG mitigation measures and includes tools for integrating health and equity considerations.
- California Attorney General’s Office. The Attorney General’s Office has compiled a comprehensive list of mitigation measures that can be applied to land use development projects, entitled Addressing (opens in a new tab) Climate Change at the Project Level.
- California Air Resources Board (CARB).

- California’s Cap and Trade Program (opens in a new tab) is a market-based program that sets a declining limit on GHG emissions and allows a trading of emission allowances to achieve reductions cost-effectively.
