The next meeting date is listed below; the agenda will be posted at least 72 hours prior to each meeting.  Attachments are provided as PDFs.  Agenda packages can also be viewed at the APCD office during regular business hours.  Members of the public may address the Board on any matter listed on the agenda.  Matters not listed on the agenda may be addressed during the public comment period following the administrative agenda. The times shown for the duration of agenda items are estimates.  Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the APCD Board less than 72 hours prior to that meeting are available for inspection in the APCD office or website.  Additional information can be found at District Board of Directors webpage.

IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

The California State Legislature recently passed, and the Governor signed, Assembly Bill 361 (Rivas, 2021), which amends the Government Code to allow Brown Act bodies to continue to meet remotely if certain elements are met. The Santa Barbara County Air Pollution Control District Board of Directors will meet  in a hybrid model with some Board members participating via teleconference webinar and some in-person to meet the social distancing recommendation. Members of the public may observe and address the Board as shown below:

2. Persons may address the Board of Directors on any matter listed on the agenda. Matters not listed on the agenda may be addressed during the public comment period. If you wish or anticipate a desire to speak during the APCD Board of Directors Meeting, the following methods are available. Comments timely received on an agenda item will be placed into the record and distributed accordingly.

  • In-Person Santa Barbara Location. County Administration Building, Board Hearing Room, Fourth Floor, 105 East Anapamu Street.

Members of the public may address the Board on any matter listed on the agenda by completing and delivering a speaker slip to the Clerk before the item is considered.  If you attend the Santa Barbara County Air Pollution Control District Board of Directors meeting in-person, you will be required to wear a face covering/mask at all times regardless of vaccination status per County Health Officer Order No. 2021-10.5.

  • Distribution to the Board.

a. An update that the State and County remain under a proclaimed state of emergency related to COVID-19; and

Approve minutes of the August 19, 2021 meeting.

F-1)      Notice of Violation Report

Receive and file the summary of notices of violation issued and penalty revenue received during the months of August and September 2021.

F-2)      District Grant and Incentives Program Activity

Receive and file the following grant program related activity:

      1. An update on the Old Car Buy Back Program for vehicles retired during the period of August 1, 2021 through September 30, 2021;
      1. An update on the Landscape Equipment Electrification Fund (LEEF) Program Year 2 for zero-emission landscape equipment vouchers during the period of November 16, 2020 through September 30, 2021; and
      1. Summary of the emission-reduction grant agreements approved by the Air Pollution Control Officer for the period of August 1, 2021 through September 30, 2021 in accordance with Board Resolution Number 09-14.

F-3)       Update on Public Outreach Activities

Receive and file an update on District outreach activities.

F-4)       Discharge of Uncollectible Invoices

Discharge the uncollectible invoices from Fiscal Year 2014-15 through Fiscal Year 2020-21 as listed on the schedule of uncollectible accounts.

F-5)       District Board Meeting Schedule for Year 2022

Approve the District Board of Director’s regular meeting schedule for 2022.

F-6)        Execute the second Lease Amendment for the office space located at 260 North San Antonio Road, Suite A, Santa Barbara, CA

Authorize the Chair to sign the second Lease Amendment between Santa Barbara County Air Pollution Control District and Santa Barbara County for the purposes of reducing the amount of office space leased from the County by 820 square feet to accommodate County General Services Department moving into the east wing of the building.

F-7)        District Record Retention Policies and Procedures

Adopt a Resolution for revisions to the District’s Record Retention Policies and Procedures.

G. Director’s Report (EST. TIME:  10 Min.)

Receive brief oral report by the Air Pollution Control Officer.  Report to include items such as:  Achievements of District staff, upcoming events of interest to the Board of Directors and the public, general status of District programs, state and federal activities and legislation, updates on air quality, updates from the California Air Pollution Control Officers Association (CAPCOA).  There will be no Board discussion except to ask questions or refer matters to staff; and no action will be taken unless listed on a subsequent agenda

H. Public Comment Period

The Public Comment Period is reserved for persons desiring to address the APCD Board on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

I. Discussion Items

I-1)    Update on the Clean Air Rooms Pilot Program (EST. TIME:  15 Min.)

Receive and file an update on the 2021 Clean Air Rooms Pilot Program, including program recap and the plan to purchase a limited number of additional air purifiers to fulfill a waiting list.

J. Announcements

This meeting will be rebroadcast on Sunday October 24, 2021, at 5:00 p.m. on County of Santa Barbara TV Channel 20.
