Hearing – To consider a petition by the Control Officer of the Santa Barbara County Air Pollution Control District submitted on July 10, 2018, for issuance of an Order of Abatement pursuant to Health and Safety Code section 42450 due to continued storage of petroleum product in two emergency pits at the Los Flores Lease in violation of the conditions of Permit to Operate 07307-R10 and District Rule 344.

A-1)      Case No. – 2018-03-E – United States Air Force, 1028 Iceland Ave., Vandenberg AFB, CA  93437-6010

On April 27, 2018 Hearing Board member Terence Dressler approved an Emergency Variance for the period of April 26, 2018 through May 10, 2018.  Said variance provides relief from District Rule 206, Condition 9.C.1(b)(vi) of Permit to Operate 13968, and allows for continued operation of Petitioner’s facility with Turbine C as a backup in support of the May 5, 2018 launch.  Following the launch, Turbine C will be taken offline in order to correct the CEMS data transmission error.

A-2)      Case No. – 2018-04-E – ExxonMobil Production Company, 12000 Calle Real, Goleta, CA  93117

On May 4, 2018 Hearing Board member Robert Saperstein approved an Emergency Variance for the period of May 2, 2018 through May 16, 2018, or the date compliance is achieved, whichever occurs first.  Said variance provides relief from District Rule 206, Condition 9.C.6(b)(v) of Part 70/Permit to Operate 5651 and allows for continued operation of the Equalization Tank with the venturi scrubber pump system shutdown in order to determine and repair the scrubber circulation pump failure.

On July 3, 2018 Hearing Board member Terence Dressler approved an Emergency Variance for the period of June 27, 2018 through July 26, 2018, or the date compliance is achieved, whichever occurs first.  Said variance provides relief from District Rules 325 E.1 and 206, Condition 10 of Permit to Operate 8096 and allows for continued operation of the Petitioner’s facility while the source of a casing leak at Well #4 is located and repaired.

On July 3, 2018 Hearing Board member Terence Dressler approved an Emergency Variance for the period of June 27, 2018 through July 11, 2018, or the date compliance is achieved, whichever occurs first.  Said variance provides relief from District Rules 325 D.1 and 206, Condition 2.D of Permit to Operate 8254 and allows for continued operation of the Petitioner’s facility while the leak emanating from the flange of the Vapor Recovery Unit is repaired.
