2) Case No. – 2016-45-N – Imerys Minerals California, Inc., 2500 Miguelito Road, Lompoc, CA 93436

Hearing – To consider an application by Imerys Minerals California, Inc. submitted on December 13, 2016 for an Interim/90-Day Variance from District Rule 206, Conditions 9.C.7(c)(viii) and 9.C.12(a)(ii) of Part 70/Permit to Operate 5840. The Petitioner operates the equipment described in this Petition at Imerys Minerals California, Inc., located at 2500 Miguelito Road, Lompoc, CA.

Administrative Agenda

Approved by vote on one motion. These items read only on request of Hearing Board members. The following Variance Orders have been approved by the Air Pollution Control District Hearing Board. These orders are available for inspection and reproduction during normal business hours at the office of the Air Pollution Control District, 260 North San Antonio Rd., Suite A, Santa Barbara, California 93110.

A-1) Case No. – 2016-40-E – Greka Oil & Gas, Inc., P.O. Box 5489, Santa Maria, CA 93456

On November 28, 2016 Hearing Board member Robert Saperstein approved an Emergency Variance for the period of November 19, 2016 through December 18, 2016. Said variance provides relief from District Rule 325.E.1 and allows for continued operation of Petitioner’s Well #27 while attempts to locate and repair the source of a leak around the wellhead casing are made.

A-2) Case No. – 2016-41-E – United States Air Force, 30 CES/CEIEC, 1028 Iceland Ave., Vandenberg AFB, CA 93437-6010

On November 28, 2016 Hearing Board member Robert Saperstein approved an Emergency Variance for the period of November 21, 2016 through December 5, 2016. Said variance provides relief from District Rule 206, Conditions 9.C.24, 9.C.26, and 9.C.27 of Permit to Operate 13968 and allows for operation of Petitioner’s facility without continuous monitoring data transmission to the District due to a temporary loss of data service from their provider.

A-3) Case No. – 2016-42-E – Mission Hills Community Services District, 1550 E. Burton Mesa Blvd., Lompoc, CA 93436

On December 1, 2016 Hearing Board member Lee-Volker Cox approved an Emergency Variance for the period of November 23, 2016 through December 22, 2016. Said variance provides relief from District Rules 333 and 206, Conditions 1 and 2.a of Permit to Operate 11886 and allows for operation of Petitioner’s facility while repairs are made to the engine’s air/fuel ratio controller (AFR).

A-4) Case No. – 2016-44-I – Imerys Minerals California, Inc., 2500 Miguelito Road, Lompoc, CA 93436

On December 21, 2016 Hearing Board member Lee-Volker Cox approved an Interim Variance for the period of January 1, 2017 through March 31, 2017, or the date a successful source test is performed, or the date of decision on the Petitioner’s request for a 90-Day Variance, whichever occurs first. Said variance provides relief from District Rules 206, Conditions 9.C.7(c)(viii) and 9.C.12(a)(ii) of Permit to Operate 5840-R5 and allows for continued operation of Petitioner’s baghouse 901 while repairs are made to a rotor.

A-5) Case No. – 2016-46-E – Freeport McMoRan, 201 South Broadway, Orcutt, CA 93455

On December 21, 2016 Hearing Board member Lee-Volker Cox approved an Emergency Variance for the period of December 22, 2016 through January 20, 2017, or the date the Petitioner’s flare meter is returned to compliance, whichever occurs first. Said variance provides relief from District Rules 359 and 206, Condition 9.C.3(c)(i) of Part 70/Permit to Operate 9104 and the associated Compliance Monitoring Plan, and allows for continued operation of Petitioner’s facility while repairs are made to a faulty flare meter.
