The variance petition was submitted on May 4, 2026, for relief from the following requirements at the Tajiguas Landfill: Best Available Control Technology (BACT) emission limits for Anaerobic Digestion Facility (ADF) and Materials Recovery Facility (MRF) combined heat and power (CHP) internal combustion (IC) engines, operational parameters, continuous emissions monitoring system (CEMS) requirements and data telemetry for the ADF and MRF CHP IC engines, and CEMS excursions until compliance can be achieved.

On February 13, 2026, Hearing Board member Terence Dressler approved an Emergency Variance for the Sable Offshore Corp. at the Las Flores Canyon Oil and Gas Processing Plant  from December 30, 2025 through December 31, 2025, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rule 206, Part 70/Permit to Operate 5651-R7, Conditions 9.C.15.c and allows for continued operation of the Stripping Gas Treatment Plant.

Sable Offshore Corp., 12000 Calle Real, Goleta, CA

On February 18, 2026, Hearing Board member Terence Dressler approved an Emergency Variance for Sable Offshore Corp. at the Las Flores Canyon Oil and Gas Processing Plant from February 11, 2026 through March 12, 2026, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules District Rule 206, Part 70/Permit to Operate 5651-R7, Conditions 9.C.8.a.i, 9.C.8.a.iii, and 9.C.37.o (Sulfur Removal Efficiency Plan) and allows for continued operation of the Tail Gas Cleanup Unit.

Pacific Coast Energy Company LP, 1555 Orcutt Hill Road, Orcutt, CA

On April 22, 2026, Hearing Board member Terence Dressler approved an Emergency Variance for Pacific Coast Energy Company, LP at the Newlove Lease from March 27, 2026 through April 25, 2026, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 325.D.1 and 206, Part 70/Permit to Operate 8240-R12, Conditions 9.C.7, 9.C.2.a, and 9.D.6.

Pacific Coast Energy Company LP, 1555 Orcutt Hill Road, Orcutt, CA

On April 22, 2026, Hearing Board member Terence Dressler approved an Emergency Variance for Pacific Coast Energy Company, LP at the Pinal Lease from March 30, 2026 through April 28, 2026, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 325.E.1 and 206, Part 70/Permit to Operate 8502-R11, Conditions 9.C.1 and 9.D.8. and allows for continued operation operations until repairs are complete on Pinal well #2.
