HearingTo consider a petition by Beacon West Energy Group, LLC submitted on August 4, 2022, for a Modification of Increments of Progress to Regular Variance 2021-04-M1.  Regular Variance 2021-04-M1 was granted on January 5, 2022, providing relief through January 4, 2023.  Per Health and Safety Code §42357, the Petitioner may request a Modification of Increments of progress for “good cause.”

Increment of Progress 1.c of Regular Variance Order 2021-04-M1, requires the Petitioner to install a bull frog crane or approved device by September 30, 2022.  The Petitioner is requesting to extend the due date for installation from September 30, 2022, to January 4, 2023, the expiration of Variance Order 2021-04-M1.  According to the Petitioner, the installation is delayed due to supply chain issues and the engine is no longer available.

The Petitioner operates the equipment described in the Petition at Platform Houchin, located on offshore lease tract OCS-P-166, approximately 7 miles southeast from the City of Santa Barbara.  The Platform is not operational and is idle awaiting decommissioning.  The Modification of Increments of Progress Variance request, if granted, will only modify one of the Increments of Progress, extending the due date for installation of the bull frog crane from September 30, 2022, to January 4, 2023.

HearingTo consider an petition by Southern California Gas Company submitted on August 17, 2022, for a 90-Day Variance from District Rules 333.E.1.a, 333.F.3 and 206, Part 70/Permit to Operate 9584-R7, Conditions 9.C.1(a), 9.C.1(b)(iv), 9.C.1(b)(v), 9.C.1(b)(viii)(A), 9.C.1(b)(viii)(C), 9.C.1(c)(ii), 9.C.1(c)(iii)(A), 9.C.16(a), 9.C.16(c) and 9.C.16(e).  The Petitioner operates the equipment described in this Petition at the La Goleta Facility located at 1171 More Ranch Road, Goleta, CA.

A 650 BHP natural gas fueled engine and its associated compressor were recently overhauled and are now ready to return to service.  It is necessary to operate the engine under no-load and light-load conditions for up to 150 hours to adjust, tune-up and properly “break-in” the equipment following the overhaul.  Equipment necessary to reduce emissions (a catalytic converter and the air/fuel controller) does not operate properly under these conditions.  As a result, this equipment will be disabled, until the engine “break-in” period has been completed.  Efforts will be made to reduce emissions during the “break-in” period to the maximum extent feasible.
