Draft Federal Part 70 Permits for the South Ellwood Field Stationary Source
The Santa Barbara County Air Pollution Control District (District) has issued two (2) draft federal Part 70 permit to the South Ellwood Field Stationary Source.
Platform Holly is located off Coal Oil Point near Goleta. Oil and natural gas from Platform Holly are sent by pipeline to the Ellwood Onshore Facility. At the onshore facility, the oil, natural gas and water are separated. Oil is treated to remove hydrogen sulfide, stored on-site, then sent to the Plains Pipeline for transport to refinery. Water is injected into an on-site disposal well. Natural gas is dried, treated to remove hydrogen sulfide and carbon dioxide, compressed, then sold to the local utility company.
This permitting action is a renewal of the federal Part 70 permits for the facility. The Part 70 permit regulates the production and processing of oil and natural gas. Once issued by the District and the US Environmental Protection Agency (USEPA), the Part 70 permit will be valid for three years. The permit will be enforceable by the District, USEPA and the public.

Only the federally enforceable conditions in Sections 9.A, 9.B, and 9.C of the permit are subject to public review. Comments on these sections should be submitted, in writing, to the District at the address below (attn.: William Sarraf) by June 4, 2021.

Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the District as part of the final permit issuance.
The District will consider scheduling a hearing for public comments on the draft permit, if a request is made in writing within two weeks of publication of this notice. To request a public hearing, please send correspondence to William Sarraf at the above address.
Note that the District has transitioned to electronic notices (“e-notices”) for Part 70 permitting actions. All notices will be posted prominently on the public notice section of the District’s public website for the duration of the public comment period. In addition, the District will maintain a mailing list of persons who request to be notified of the Part 70 permitting activity and shall distribute the notice to those persons.
