  • An update on the Heat Clean Program for woodsmoke reduction projects during the period of May 8, 2025, through May 31, 2025;
  • An update on the Old Car Buy Back Program for vehicles retired during the period of May 1, 2025 through May 31, 2025; and
  • An update on the Landscape Equipment Electrification Fund (LEEF) Program for zero-emission landscape equipment vouchers during the period of July 11, 2024 through May 31, 2025.
• Notice of Violation Report – Receive and file the summary of notices of violation issued and penalty revenue received during the month of May 2025.
• California Electric Vehicle Infrastructure Project Services Agreement Amendment #3 – Consider recommendations as follows:
  • Approve and authorize the Chair to execute Amendment #3 to the Incentive Program Implementation Services Agreement with Center for Sustainable Energy; and
  • Delegate authority to the Air Pollution Control Officer to execute minor amendments to the agreement with Center for Sustainable Energy in future years, subject to review and approval by District Counsel, Risk Management, and Auditor-Controller.
• Report on Assembly Bill 2561 regarding Vacancy Reporting Obligations – Receive and file a report on Assembly Bill 2561 regarding Vacancy Reporting Obligations
• Memorandum of Understanding with Engineers and Technicians Association – Authorize the Air Pollution Control Officer to enter into a side letter agreement between the Santa Barbara County Air Pollution Control District and the Engineers and Technicians Association to amend provisions of the current Memorandum of Understanding, including an extension through June 30, 2027.
• Memorandum of Understanding with Service Employees International Union, Local 620 – Authorize the Air Pollution Control Officer to enter into a side letter agreement between the Santa Barbara County Air Pollution Control District and the Service Employees International Union, Local 620 to amend provisions of the current Memorandum of Understanding, including an extension through June 30, 2027.
• Salary and Benefits for Management and Confidential-Unrepresented Employees – Adopt a Resolution amending the Management Personnel Benefits Policy for Management and Confidential-Unrepresented Employees.
• District Hearing Board Appointments – Consider recommendations of the District Hearing Board Nominating Committee to reappoint Mr. Lee-Volker Cox as a public member representative and Dr. Steven Colome as the medical member representative on the District Hearing Board for a 3-year term.
• Housing Authority of the County of Santa Barbara Memorandum of Understanding – Consider recommendations as follows:
  • Approve and authorize the Air Pollution Control Officer to execute a Memorandum of Understanding with the Housing Authority of the County of Santa Barbara to administer a second Clean Air Rooms Program in the City of Guadalupe for $50,000;
  • Authorize the Santa Barbara County Air Pollution Control District to purchase air purifiers and related parts from Winix America, Inc. as a sole source procurement without being required to conduct a formal bid process, for a total cost not to exceed $50,000, including tax and shipping; and
  • Delegate authority to the Air Pollution Control Officer to execute minor amendments to the Memorandum of Understanding with the Housing Authority of the County of Santa Barbara in future years, subject to review and approval by District Counsel, Risk Management, and the Auditor-Controller.
• California Air Pollution Control Officers Association Memorandum of Understanding – Consider recommendations as follows:
  • Approve and authorize the Air Pollution Control Officer to execute a Memorandum of Understanding with the California Air Pollution Control Officers Association to administer a PurpleAir air quality sensor deployment program for $39,790.79; and
  • Delegate authority to the Air Pollution Control Officer to execute minor amendments to the Memorandum of Understanding with the California Air Pollution Control Officers Association in future years, subject to review and approval by District Counsel, Risk Management, and the Auditor-Controller.
• Waiver of Competition for the Purchase of Air Purifiers for Goleta Clean Air Rooms Program – Authorize the Santa Barbara County Air Pollution Control District to purchase air purifiers and related parts from Winix America, Inc. as a sole source procurement without being required to conduct a formal bid process, for a total cost not to exceed $150,000, including tax and shipping.

• Adoption of the Fiscal Year 2025-26 Budget – Consider the Fiscal Year 2025-26 Budget as follows:
  • Hold a public hearing to consider and adopt the budget for Fiscal Year 2025-26 as presented in the Fiscal Year 2025-26 Proposed Budget document; and
  • Adopt the following:
    • Budget Resolution approving the Fiscal Year 2025-26 District Budget; and
    • Salary Resolution amending the Classification and Salary Plan to adjust the salaries for all staff based on the collective bargaining agreement and the Management Personnel Benefits Resolution previously approved by your Board on June 20, 2024. | Presentation |
• Clean Air Fund Program for Lompoc – Consider recommendations as follows:
  • Receive and file a presentation on the Clean Air Fund Program for Lompoc; and
  • Approve and authorize the District’s Air Pollution Control Officer to implement projects utilizing the Clean Air Funds, not to exceed $325,000 by entering into agreements with the City of Lompoc, the United Boys & Girls Club Santa Barbara County – Lompoc Unit, the Lompoc Family YMCA, and the Lompoc Unified School District, and to provide community engagement and outreach, subject to review and approval by District Counsel, Risk Management, and Auditor-Controller. | Presentation |
