  • Approval of Minutes of the June 18, 2020 meeting
  • Notice of Violation Report -Receive and file the summary of notices of violation issued and penalty revenue received during the months of June and July 2020.
  • District Grant and Incentives Program Activity – Receive and file the following grant program related activity:
    • An update on the Old Car Buy Back Program for vehicles retired during the period of March 1, 2020 through June 30, 2020;
    • An update on the Woodsmoke Reduction Program for fireplace and stove replacement projects during the period of December 12, 2019 through August 1, 2020;
    • An update on the Landscape Equipment Electrification Fund (LEEF) Program for zero-emission landscape equipment vouchers during the period of March 4, 2020 through August 1, 2020; and
    • Summary of the emission-reduction grant agreements approved by the Air Pollution Control Officer for the period of June 1, 2020 through July 31, 2020 in accordance with Board Resolution Number 09-14.
  • Update on Public Outreach Activities – Receive and file an update on District outreach activities.
  • APCD Hearing Board Reappointment – Consider recommendation of the APCD Hearing board Nominating Committee to reappoint Terence Dressler and Francis Peters, Jr. to the Public positions on the APCD Hearing Board for three-year terms.
  • Minutes of the February 26, 2020 Community Advisory Council Meeting – Receive and file the minutes from the February 26, 2020 meeting of the District’s Community Advisory Council.
  • Resolution for Delegating Authority to the Air Pollution Control Officer for Approving Employee Benefit Plan Renewals – Adopt a Resolution delegating authority to the Air Pollution Control Officer to amend, enter into, and renew contracts for multiple employee benefit insurance plans to become effective January 1, 2021 for the 2021 calendar year.
  • Year-End Transfer and Revisions of Appropriations – Approve budget revision and transfers necessary to close the District’s accounting records for all District funds for the fiscal year ended June 30, 2020 (Fiscal year 2019-20).
  • Memorandum of Understanding with Service Employees International Union, Local 620 – Authorize the Air Pollution control Officer to enter into a side letter agreement between the Santa Barbara County Air pollution Control District and the Service Employees International Union, Local 620 to amend provisions of the current memorandum of Understanding, including an extension through June 30, 2023.
  • Lease Amendment for the Office Space Located at 260 North San Antonio Road, Suite A, Santa Barbara, CA -Authorize the Chair to sign the lease amendment between the Santa Barbara County Air Pollution Control District and Santa Barbara County for the purposes of reducing the amount of office space lease by 4,258 sq. ft. and adding a subsection to give the District the Option to extend the lease at 260 North San Antonio Road, Suite A, Santa Barbara, CA.
  • Old Car Buy Back Program Contracts – Approve and Authorize the Chair to:
    • Execute Amendment No. 2 to the Professional Services Contract AP111204 between the Santa Barbara County Air Pollution Control District and Steelhead Recyclers to amend the term of the existing contract to end on August 20, 2020;
    • Execute Amendment No. 3 to the Professional Services Contract AP111206 between the District and Black Road Auto & tow to amend the term of the existing contract to end on August 20, 2020;
    • Execute the Professional Services Contract AP202101 between the District and Steelhead Recyclers for the Old Car Buy Back Program in the amount not to exceed $1,500,000 and with a term of August 21, 2020 to August 21, 2025;
    • Execute the Professional Services Contract AP202102 between the District and Black Road Auto & Tow for the Old Car Buy Back Program in the amount not to exceed $1,500,000 and with a term of August 21, 2020 to August 21, 2025;
    • Execute the Professional Services Contract AP202103 between the District and Central Valley Auto Dismantlers for the Old Car Buy Back Program in the amount not to exceed $1,000,000 and with a term of August 21, 2020 to August 21, 2025; and
    • Execute the Professional Services Contract AP202104 between the District and Bedlo, Inc. for the Old Car Buy Back Program in the amount not to exceed $1,000,000 and with a term of August 21, 2020 to August 21, 2025.
  • Agreement with ExxonMobil to Operate the Carpinteria Monitoring Station – Delegate authority to the Air Pollution Control Officer to sign an agreement, and any future revisions to such agreement, between ExxonMobil and the Santa Barbara County Air Pollution Control District to enable the District to operate the Carpiteria ambient air monitoring station on behalf of ExxonMobil, subject to review by Auditor, District Counsel, and Risk Management.
  • Application for Merchant Services Account with Bank of America – Approve, ratify, and authorize the Air Pollution Control Officer to sign an application for merchant services with Bank of America for credit card processing services.
  • Agreement to Use Electric Signatures – Adopt a Resolution authorizing the Air Pollution Control Officer to enter into agreements to use electronic signatures, subject to review and approval by Auditor Controller, District Counsel, and Risk Management.
  • New District Website and Agency Awareness Campaign – Receive and file an update and presentation on the new District website and associated agency awareness campaign that was previously brought to your Board on June 18, 2020.
