• Received and filed the summary of the emission-reduction grant agreements approved by the Air Pollution Control Officer for the period of May 8, 2015 through June 4, 2015 (opens in a new tab)in accordance with Board Resolution Number 02-16.     (see Board letter (opens in a new tab))
• Received and filed the summary of notices of violation issued and penalty revenue received during the month of May (opens in a new tab)2015.     (see Board letter (opens in a new tab))
• Authorized the Chair to execute a contract with Bob Murray & Associates (opens in a new tab) for an amount not to exceed $27,000.00 for recruitment services for the position of Air Pollution Control Officer.
• Considered recommendations regarding a side letter agreement with the Service Employees International Union, Local 620 (SEIU) as follows:     (see Board letter (opens in a new tab))
  • Authorized the Air Pollution Control Officer to enter into a side letter agreement between the Santa Barbara County Air Pollution Control District and the Service Employees International Union, Local 620 (opens in a new tab) to amend provisions of the current Memorandum of Understanding (MOU), including an extension through June 30, 2018; and
  • Adopted a Resolution (opens in a new tab)amending the District’s Classification and Salary Plan to implement the provisions of this side letter.
• Considered recommendations regarding a side letter agreement with the Engineers and Technicians Association (ETA) as follows:     (see Board letter (opens in a new tab))
  • Authorized the Air Pollution Control Officer to enter into a side letter agreement between the Santa Barbara County Air Pollution Control District and the Engineers and Technicians Association (opens in a new tab)to amend provisions of the current Memorandum of Understanding (MOU), including an extension through June 30, 2018; and
  • Adopted a Resolution (opens in a new tab)amending the District’s Classification and Salary Plan to implement the provisions of this side letter.

  • Authorized the Air Pollution Control Officer to enter into a side letter agreement between the Santa Barbara County Air Pollution Control District and the Santa Barbara County Air Pollution Control District Employees Association (opens in a new tab) to amend provisions of the current Memorandum of Understanding (MOU), including an extension through June 30, 2018; and
  • Adopted a Resolution (opens in a new tab)amending the District’s Classification and Salary Plan to implement the provisions of this side letter.
• Considered recommendations regarding Management and Confidential-Unrepresented Employees as follows:     (see Board letter (opens in a new tab))
  • Adopted a Resolution amending the Management Personnel Benefits Policy (opens in a new tab)for Management and Confidential-Unrepresented Employees; and
  • Adopted a Resolution amending the District’s Classification and Salary Plan (opens in a new tab)to implement a 2% COLA increase to Management and Confidential-Unrepresented employees (Units 32 and 43) effective January 1, 2016; and a 2% COLA increase to Management and Confidential-Unrepresented employees (Units 32 and 43) effective January 1, 2017.
• Received a presentation from Lily Brown, a recent graduate of the Bren School of Environmental Science and Management graduate program at the University of California at Santa Barbara (UCSB), on a UCSB Bren School project, titled Investigating the Feasibility of Greenhouse Gas Mitigation in Santa Barbara County.     (see Board letter (opens in a new tab) and Presentation (opens in a new tab))
• Received a presentation from Keith Malone of the California Fuel Cell Partnership on the role of hydrogen and fuel cell vehicles in California’s transportation future.     (see Board letter (opens in a new tab) and Presentation (opens in a new tab))
• Adopted a resolution (opens in a new tab)authorizing the Air Pollution Control Officer to execute agreement ARV-14-038 (opens in a new tab)with the California Energy Commission for a grant to prepare a Santa Barbara, Ventura, and San Luis Obispo Counties Hydrogen Readiness Plan.     (see Board letter (opens in a new tab) and Presentation (opens in a new tab))
• Hearing:  Considered the Fiscal Year 2015-16 Budget as follows:    (see Board letter (opens in a new tab) and Presentation (opens in a new tab))
  • Held a public hearing to consider and adopt the budget for Fiscal Year 2015-16, as presented in the Fiscal Year 2015-16 Proposed Budget (opens in a new tab) document; and
  • Adopted the following:
    • Budget Resolution (opens in a new tab)approving the Fiscal Year 2015-16 District Budget; and
    • 401(h) Retiree Medical Account Fiscal Year 2015-16 Contribution Resolution (opens in a new tab) setting forth the contributions for the fiscal year.
• Report from Closed Session – William M. Dillon, Senior Deputy County Council, reported on item C-2, Alberto Rodriguez; and IL Highway Recycling, Inc., a California Corporation v. Santa Barbara County Air Pollution Control District, et al., Superior Court of California, County of Santa Barbara, Case No. 1487217 that the District prevailed and the lawsuit was dismissed.  There were no other reportable actions taken.
