To consider a Petition for Modification of Regular Variance from District Rule 331.D, E, G.1 and I and Rule 206, Part 70 Permit to Operate 9108-R5, Conditions 9.C.2.a, 9.C.2.b.i and 9.C.2.b.ii, submitted on May 28, 2025, for relief from fugitive hydrocarbon component emission limits, operational limits, leak and repair requirements at Platform Hogan. The Petitioner operates the equipment described in the Petition at Platform Hogan, located on offshore lease tract OCS-P-166, approximately 8 miles southeast from the City of Santa Barbara.

On March 4, 2025, Hearing Board member Terence Dressler approved an Emergency Variance for the Pacific Coast Energy Company LP/Pacific Coast Energy Acquisitions, LLC, from February 20, 2025 through March 21, 2025, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 325.E.1. and 206, Permit to Operate 8096-R12, Conditions 1, 11, and 14 and allows for continued operations of the Morganti Lease wells #11 and #33 until the repairs can be completed.

Pacific Coast Energy Company, LP, 1555 Orcutt Hill Road, Santa Maria, CA

On March 4, 2025, Hearing Board member Terence Dressler approved an Emergency Variance for Pacific Coast Energy Company LP/Pacific Coast Energy Acquisitions, LLC, from February 20, 2025 through March 21, 2025, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 325.E.1, and 206, Part 70 Permit to Operate 8092-R10, Conditions 9.C.7 and 9.D.5 and allows for continued operation of the Folsom Lease well #5 until the repairs can be completed.

On May 14, 2025, Hearing Board member Terence Dressler approved an Emergency Variance for Sable Offshore Corp. from May 8, 2025 through June 7, 2025, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 333.E.4.a and 206, Part 70 Permit to Operate 9101-R7, Condition 9.C.a.ii.4.a and provides relief from the NOx ppmv concentration permit requirement.

On May 30, 2025, Hearing Board member Terence Dressler approved an Emergency Variance for Sable Offshore Corp. from May 30, 2025 through June 28, 2025, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rule 206, Part 70 Permit to Operate 9101-R7, Condition 9.C.3.a. and 9.C.b.i. and grants relief for operating their flare during unplanned flaring event while in violation of the quarterly limit.

F-6)      Case No. – 2025-11-I

Imery’s Filtration Minerals, Inc.

On June 9, 2025, Hearing Board member Terence Dressler approved an Interim Variance for Imery’s Filtration Minerals, Inc. from June 2, 2025 through August 30, 2025, or the date compliance is achieved, whichever occurs first. Said Interim Variance provides relief from District Rule 206, Part 70 Permit to Operate 5840-R7, Part 2, Conditions 9.C.1.a.i, 9.C.1.a.ii. and 9.C.1.b.ii, and allows for continued operation of the Celpure Flash Dryer Baghouse while in violation of the average total particulate emissions and average airflow limits.
