- Find, in accordance with Government Code §31000, that the District does not have employee resources to complete the custodial work to be completed by Ramirez Carpet Cleaning Inc. or Jan-Pro Central Coast, and that the District’s economic interests are served by contracts for such services;
- Approve and authorize the Chair to execute Agreement 1 for Services of Independent Contractor with Ramirez Carpet Cleaning Inc. (a local vendor) in a base contract amount of $20,000.00, to provide District janitorial services and on-demand custodial services and supplies in the Santa Barbara District office for a twenty-four (24) month period beginning on July 1, 2026, and ending on June 30, 2028;
- Approve and authorize the Chair to execute Agreement 2 for Services of Independent Contractor with Jan-Pro Central Coast (a local vendor) in a base contract amount of $25,000.00, to provide District janitorial services in the Santa Maria District office for a twenty-four (24) month period beginning on July 1, 2026, and ending on June 30, 2028; and
- Authorize the Air Pollution Control Officer, to approve amendments to Agreement 1 and 2 with Ramirez and Jan-Pro, in an aggregate amount not to exceed $7,200.00 (i.e., approximately 16% of the base contract amount), for a total not-to-exceed contract amount of $52,200.00 between the two contracts.
- Adoption of Fiscal Year 2026-27 Budget (opens in a new tab) – Consider the Fiscal Year 2026-27 Budget as follows:
- Hold a public hearing to consider and adopt the budget for Fiscal Year 2026-27, as presented in the Fiscal Year 2026-27 Proposed Budget document; and
- Adopt the following:
- Budget Resolution approving the Fiscal Year 2026-27 District Budget; and
- Salary Resolution amending the Classification and Salary Plan to adjust the salaries for all staff based on the collective bargaining agreements and the Management Personnel Benefits Resolution previously approved by your Board on June 26, 2025.
- Cuyama Clean Air Rooms Program for Cuyama Valley Residents (opens in a new tab) – Consider recommendations as follows:
- Approve the allocation of $60,000 from the District’s Clean Air Fund in Fiscal Year 2026-27 to purchase air purifiers for a Cuyama Clean Air Rooms Program; and
- Authorize the Santa Barbara County Air Pollution Control District to purchase air purifiers from Winix America, Inc., as a sole source procurement without being required to conduct a formal bid process, for a total cost not to exceed $60,000, including tax and shipping.
- Additional Funding for Heat Clean Program (opens in a new tab) – Consider recommendations as follows:
- Delegate authority to the Air Pollution Control Officer to execute a Memorandum of Understanding (MOU) with the San Luis Obispo County Air Pollution Control District to accept the transfer of $123,448.73 to supplement the District’s implementation of the Heat Clean Program, subject to review and approval by District Counsel, Risk Management, and Auditor-Controller; and
- Delegate authority to the Air Pollution Control Officer to execute minor amendments to the MOU listed in recommendation 1 above in future years, subject to review and approval by District Counsel, Risk Management, and Auditor-Controller.
- Letter of Support for the Appointment of Mayor David Silva to the California Air Resources Board (opens in a new tab) – Authorize the Air Pollution Control Officer to execute and submit a letters of support for the appointment of Mayor David Silva to the California Air Resources Board.
- Memorandum of Understanding with Engineers and Technicians Association (opens in a new tab) – Authorize the Air Pollution Control Officer to enter into a side letter agreement between the Santa Barbara County Air Pollution Control District and the Engineers and Technicians Association to amend provisions of the current Memorandum of Understanding, including an extension through June 30, 2029.
- Memorandum of Understanding with Service Employees International Union, Local 620 (opens in a new tab) – Authorize the Air Pollution Control Officer to enter into a side letter agreement between the Santa Barbara County Air Pollution Control District and the Service Employees International Union, Local 620 to amend provisions of the current Memorandum of Understanding, including an extension through June 30, 2029.

- Continued Participation in the California Air Resources Board’s Prescribed Burn Grant Programs (opens in a new tab) – Consider recommendations as follows:
- Adopt a Resolution authorizing the Santa Barbara County Air Pollution Control District’s (District) continued participation in the California Air Resources Board’s (CARB) Prescribed Burn Grant Programs and delegate authority to the Air Pollution Control Officer to sign future grant agreements with CARB for the Prescribed Burn Grant Programs, for an amount not to exceed $200,000 per year, per grant, subject to review by Auditor Controller, District Counsel and Risk Management; and
- Approve, ratify, and authorize the Air Pollution Control Officer’s signing of the following:
- Amendment 4 to the Prescribed Burn Reporting and Monitoring Support Program grant (CARB grant number G21-PBRM-27), which increases the grant amount by $110,000 from a total of $321,700 to $431,700, extends the grant term to June 30, 2028, and makes other revisions to the grant terms and conditions.
